From 1 September 2016, through the implementation of the Fari Project, funded by the
Department for Equal Opportunities
, together with the co-funding of the Municipalities of Ragusa, Acate and Comiso, realizes the unique program of emersion, assistance and social integration that is accomplished through 3 main phases:

BENEFICIARIES
The target of the project is represented by foreign people and/or citizens of EU Member States who wish to avoid violence and various types of sexual exploitation, labour exploitation, begging, illegal activities (illegal landings) and forced or combined marriages.
TERRITORIAL AREAS
The territorial areas in which the Fari Project operates with emersion, first and second reception are the provinces of Ragusa, Siracusa, Caltanissetta, Enna.

1st PHASE EMERSION ACTIONS
The emersion actions are aimed to create a relationship of trust that allows to reach an awareness of the condition of exploitation in order to choose to avoid it:
• Collaboration with the National anti-trafficking toll-free number (800 290 290):
• activated by the Department for Equal Opportunities, it is a toll-free 24-hour number that offers victims, or those who support them with all the information they need, to get out of an exploitative situation and it manages the MIR (networked) procedures.
• Solidal Transfert: it is a service that wants to act as a flywheel to build relationships of trust with people living in situations of unease related to stories of exploitation in addition to responding to the needs of people who live and work totally isolated in agricultural areas to reach urban centers autonomously.
• Collaboration with the Presidium Project: Ragusa Caritas launched a fixed Presidium in Marina di Acate in October 2014, in the area where most of the cultivation of greenhouses are concentrated, which offers services of: health advice/assistance, legal and administrative assistance and complete information on the rights of foreign workers in Italy. A fixed Presidium was also started for the territory of Syracuse by the Diocese of Noto.
• Solidal School: is a path of literacy and scholastic support addressed to minors living in the countryside of Ragusa with the aim of building relations with children who live in a strong condition of marginality in order to establish contacts with families who can live in conditions of exploitation. Specifically, the service is carried out by transporting children with the Solidal van, from the campaign to the Presidium, where the activities are carried out.
• Collaboration with consultors: The Cooperativa Proxima has ratified a memorandum of understanding with the Health Authority, through which the presence of a social worker is guaranteed for two days a week in the Vittoria 1 Consultory and the Acate Consultory. With the same protocol, it promotes a specific information campaign aimed mainly at foreign workers, for the carrying out of the pap test.
• Photography labouratory activity: photography is a universal language that transcends linguistic and cultural limits. It is functional both as a tool for emersion and for leaking from social isolation because it allows to express oneself, creating relationships of trust and empathy.
• Labouratory activity of creative recycle: has the goal of giving dignity and livability to the territory, with the involvement of children living in the countryside of Ragusa in an activity of creative reuse of recycled materials of which the territory is saturated, with the aim of creating playgrounds and spaces suitable, in fact absent.
• Collaborations with SPRAR, CAS, Commissions, MSNA and tutors: for a correct and early identification of trafficking victims in the internal protection procedure.
• Provision of direct training for Socio-Health workers, SPRAR, Hotspot, Commission, CAS, MSNA and Project partners: its multiple objectives are to provide a common theoretical approach on the topic of trafficking, providing practical guidance on the process of identifying victims, with reference to the indications provided by the National Anti-Trafficking Plan (preliminary and formal identification); offer a national overview on the functioning of the National Anti-Trafficking System and a territorial framework of the services present with reference to the competences of the FARI Project; offer the possibility of an exchange/comparison between the various participants and with our reality of the anti-trafficking network also sharing specific cases used as examples during simulations (tutorial through the staging of individual interviews to analyze the most functional ways to put in act); provide a legislative and procedural overview on the system of Asylum Seekers, a subject of considerable training in particular for the operators of the Cooperativa Proxima. 2nd PHASE FIRST ASSISTANCE ACTIONS
The first assistance actions focus on primary needs, security and socio-psychological support, allowing adequate moments of reflection, in order to offer the psychological peace necessary to undertake and continue the path:
• Housing reception: for this purpose we have a protected house with a secret address for single women or with minors that can accommodate 10 people, a semi-autonomous house for women for second reception actions with a capacity of 8 beds, a house in autonomy for 4 men and a house in autonomy for families with a capacity of up to 4 people.
• Socio-health and psychological assistance: accompanying actions and support aimed at the psycho-physical well-being of users.
• Legal assistance and various advice: legal protection and accompaniment for the processing of practices.
• Activities aimed at obtaining the residence permit pursuant to ex art. 18 of Legislative Decree 286/98.
• Linguistic mediation: in order to break down linguistic and cultural barriers to promote integration.
• Literacy: group or individual lessons with the aim of promoting linguistic and social integration.
• Cooking workshop: cooking classes to promote language learning, customs and habits for achieving autonomy and integration.
3rd PHASE SECOND RECEPTION ACTIONS
The second reception actions are aimed at empowerment, active inclusion, integration and working autonomy, benefiting from the second reception facilities and the planned labouratory training activities:
• Housing reception;
• Health and psychological care;
• Legal assistance and various advice;
• Training activities, linguistic literacy, IT and professional training courses, ICT (Information and Communications Technology);
• Activities aimed at social-work inclusion: they represent a real viable alternative for many victims in conditions of strong vulnerability, enhancing and strengthening the specific skills often already possessed by them. All the actions envisaged below are intended to stimulate the path of each beneficiary towards self-determination to be carried out also through forms of self-entrepreneurship supported by the project. Among the participants in the workshop activities, those who demonstrate particular attitudes and skills will be encouraged to self-entrepreneurship with an accompaniment to the start-up of the company.
TRAINING INTERNSHIPS: it is a tool designed to encourage the learning of specific professional skills in preparation for a job placement, a necessary condition for starting a path of exit from the project and starting up autonomy. This tool allows both the employer and the worker to evaluate the progress of the new working relationship at no cost to the employer, for a few months (two / three).

SYSTEM ACTIONS
TWINNING: a twinning-experience and training exchange with Romanian network agencies (ADPARE) is envisaged for the start-up of a network of interconnection and coordination between institutions aimed at the generalization of good practices.
EMPOWERMENT: through the FARI Project, it intends to start an innovative pilot project for self-entrepreneurship through labouratory activities and social gardens that provide for the use of ICT to advertise products and involves socially responsible companies (GAS) for the distribution of products. The strategic objective is to offer a concrete and practicable alternative to vulnerable or high-risk exploitation. For this goal is foreseen a first phase of training and orientation, by expert partners in the sector, with respect to the labouratory productive activities started with the beneficiaries. The aim is to create processes of inclusion and social integration directed to accompany the beneficiaries towards autonomy.
HOUSING: it intends to create an optimal model aimed at housing autonomy and social integration through housing and co-housing actions, with a view to support the beneficiaries in the placement on the free market.
TRAINING: it intends to put in place adequate and efficient governance systems for the protection of victims, even minor ones, by carrying out an active collaboration, strategic coordination and exchange of training with the public-private network of partners (Law Enforcement, UPI, municipalities, etc.). Among the objectives set by the Project, there is also that of giving visibility to the phenomenon, orienting the local community to sensitivity and attention to the needs of the victims with the contribution of the partner bodies. In this regard, numerous initiatives are organized with the aim of raising awareness, informing and training on the topic.
