From 1st March 2019 Proxima Social Cooperative realizes the unique program of emergence, assistance and social integration through the implementation of the FARI 3 Project. This project is funded by the Department for Equal Opportunities and by the co-funding of the Municipalities of Ragusa and Comiso, and it is realized in three main phases:

• 1st PHASE EMERSION
• 2nd PHASE FIRST ASSISTANCE ACTIONS
• 3rd PHASE SECOND RECEPTION ACTIONS

BENEFICIARIES
The target of the project is represented by foreign people and / or citizens of EU Member States who wish to avoid violence and various types of exploitation, like sexual exploitation, labor exploitation, begging, illegal activities and forced or combined marriages.

TERRITORIAL AREAS
The territorial areas in which the Fari 3 Project operates with emersion, first reception and second reception are the provinces of Ragusa, Siracusa, Caltanissetta, Enna and Agrigento.

1st PHASE EMERSION ACTIONS aims to create a relationship of trust that allows to reach an awareness of the condition of exploitation, so the beneficiaries can choose to avoid it:

• Collaboration with the National Free Phone Number (800 290 290): activated by the Department for Equal Opportunities, it is a free 24-hour telephone service that offers victims, or those who wish to help them, all the information needed to get out of a situation of exploitation, and manages the MIR (networked) procedures.
• First Contact Unit: aims at a preliminary observation of the phenomenon on the whole territory, in order to intercept the phenomenon of exploitation with all its peculiarities and to direct the emergence interventions. The goal is to mapping the labor exploitation concerning all the seasonal cultures.
• Solidal Help: free service that offers assistance for handling formalities, health care, the supply of basic necessities, and it is a support for mobility with the assistance of health centers, patronages, at Caritas Presidia and other partner institutions. The main intent is to meet potential victims, adults and minors who live in conditions of marginalization and exploitation, and building relationships with them.
• Collaboration with the Presidium Project: it is a periodic presence of operators who are specialized in the emersion activities, at the Caritas Presidia of Ragusa, Pachino and Agrigento, in order to meet potential victims.
• Play and educative activities: are aimed at children who live in the countryside of the territories of Ragusa and Caltanissetta, and are theme recreational activities, in order to promote the integration and psychosocial well-being of minors living in a marginal condition. Specifically, it is planned to carry out quarterly courses, with homogeneous age groups, that include a final meeting with parents
• Collaborations with SPRAR, CAS, Commissions, MSNA and tutors: Collaborations with SPRAR, CAS, Commissions, MSNA and tutors: for a correct and early identification of victims of trafficking in the international protection procedure.
• Training workshops for Social-Health workers, operators of hosting structures and Project Partners: to provide a common theoretical approach on the topic of trafficking, providing practical guidance on the process of identifying victims, with reference of the indications provided by the National Anti-Trafficking Plan (preliminary and formal identification); to offer a national overview of the functioning of the National Anti-Trafficking System and a territorial framework of the services present with reference to the competences of the FARI 3 Project; to offer the possibility of an exchange/comparison between the various participants and with our reality of the anti-trafficking network also sharing specific cases used as examples during simulations (tutorial through the staging of individual interviews to analyze the most functional approach).
• Front-office and drop-in desks: low-threshold information services, orientation and itinerant advice in Caritas presidium, CGIL offices and at the Multipurpose Center in Ragusa.
• Streets unit: realized with alternation in the territories of Ragusa, Siracusa, Caltanissetta and Agrigento, where sexual exploitation is found both at night and during the day. The goal is to reach the victims and create a trusting relationship, providing information about the services of the territory, with regard to the protection of health, promoting responsible choices for the prevention of sexually transmitted diseases, contraception and pathways of escape from exploitation. This activity permits also to monitor the characteristics of the phenomenon (places, movements, life conditions, work conditions, nationalities).

2nd PHASE FIRST ASSISTANCE ACTIONS focus on primary needs, security and socio-psychological support, allowing adequate moments of reflection, in order to offer the psychological peace necessary to undertake and continue the path:

• Housing reception in protected structures: one prompt and immediate reception in secret address, one house of first reception for single women or with children that can accommodate 10 people
• Socio-health and psychological assistance: actions of accompaniment and support actions aimed at the psycho-physical wellbeing of the beneficiaries
• Legal assistance and various advice: legal protection and support for the handling of practices.
• Activities related to obtaining a residence permit pursuant to article 18 of legislative decree 286/98.
• Linguistic-cultural mediation: in order to break down linguistic and cultural barriers to promote integration.
• Basic Literacy: group or individual lessons to promote social linguistic integration.
• Educative activities such as Participatory Photographic Documentarism, Theatre, Creative reuse, Cooking and Sports workshop: to learn different expressive languages, creating good relationships based on sharing and empathy, increase personal awareness for achieving autonomy and integration.

3rd PHASE SECOND RECEPTION ACTIONS aim at empowerment, active inclusion, integration and working autonomy, benefiting from the second reception facilities and the planned laboratory training activities:

• One housing reception in a semi-autonomous house for 4 women, one for families (4 people) and one for 4 men
• Health and psychological care: actions aimed at the psycho-physical wellbeing of the beneficiaries to continue the personal project
• Legal assistance and various advice: legal protection and support for the handling of practices
• Linguistic literacy: to reach the linguistic certification and school license
• Professional and Information Technology training courses (ICT - Information and Communications Technology): to learn professional skills and the digital language to use the web for looking for work and Social Network to sell products of the Social Tailoring and of the Social Gardens
• Activities aimed at social-work inclusion:
- Training internships: to collect specific professional experiences in preparation for the job placement and to starting up economic autonomy that is the base of the successive housing autonomy. This tool allows both the employer and the worker to evaluate the progress of the new working relationship for some months

SYSTEM ACTIONS

STRATEGIC COORDINATION MEETING: realized by the 3 anti-trafficking associations of the Sicily Region for the consolidation of networks interconnection and coordination between the institutions aimed at the generalization of good practices
ROMANIA PREVENTION ACTION: in collaboration with the Lombard anti-trafficking Association to inform and sensitize potential victims of trafficking at an early age in order to prevent grooming by criminal organizations
MADE IN ETHICAL ITALY: expanding and continuing the research work of ethically responsible companies available to host work placements and training internship in order to create a first database of Made In Ethical Italy companies with the involvement of the National Anti-Trafficking Platform
NIGERIA PREVENTION ACTION: in collaboration with the Calabria Region to promote territorial education in order to increase awareness of the of the risks associated with trafficking
