From 1 December 2017, through the implementation of the FARI 2.0 Project, funded by the Department for Equal Opportunities, together with the co-funding of the Municipalities of Ragusa and Comiso, it realizes the unique program of emersion, assistance and social integration through three main phases:

• 3RD PHASE SECOND RECEPTION ACTIONS
• SYSTEM ACTIONS

BENEFICIARIES
The target of the project is represented by foreign persons and/or citizens of EU Member States who wish to avoid violence and various types of exploitation, sexual, labor, begging, illegal activities and forced or combined marriages.

TERRITORIAL AREAS
The territorial areas in which the Fari 2.0 Project operates with emersion, first reception and second reception are the provinces of Ragusa, Siracusa, Caltanissetta, Enna and Agrigento.


1st PHASE EMERSION ACTIONS

aimed at creating a relationship of trust that allows to reach an awareness of the condition of exploitation so as to choose to avoid it:

• Collaboration with the National Free Phone Number (800 290 290): activated by the Department for Equal Opportunities, consists of a free 24-hour telephone service that offers victims or those who wish to help them all the information needed to get out of a situation exploitation and management of MIR (networked) procedures.
• First Contact Unit: aimed at a preliminary observation of the phenomenon through reconnaissance tours on the whole territory to intercept the phenomenon of exploitation with all its peculiarities in order to direct emergence interventions.
• Solidal Transfer: is a service that wants to act as a flywheel to build relationships of trust with people who live in situations of unease related to stories of exploitation in addition to responding to the needs of people who live and work in totally isolated agricultural areas to reach urban centers independently .
• Collaboration with the Presidium project: in October 2014, Caritas of Ragusa launched a fixed Presidium in Marina di Acate, in the area where most of the cultivation of greenhouses are located, which offers services in: health consulting/assistance, legal and administrative assistance and complete information on the rights of foreign workers in Italy. A fixed Presidium was also started for the territory of Syracuse by the Diocese of Noto.
• Educational activities: aimed at children living in the countryside of the territory of Ragusa and Caltanissetta, such as themed recreational activities to promote the integration and psychosocial well-being of minors living a marginal condition.
• Laboratory activity of creative reuse: aimed at creating suitable spaces for children and their families who will create playgrounds, giving dignity and livability to the territory.
• Collaboration with consultors: the Cooperativa Proxima has ratified a memorandum of understanding with the Health Authority, through which the presence of a social worker is guaranteed for two days a week in the Counseling 1 in Vittoria and the Counseling in Acate. With the same memorandum, it promotes a specific information campaign aimed mainly at foreign workers, for the carrying out of the pap test.
• Collaborations with SPRAR, CAS, Commissions, MSNA and tutors: for a correct and early identification of victims of trafficking in the internal protection procedure.
• Provision of training for Social-Health workers, SPRAR, Hotspot, Commission, CAS, MSNA and Project Partners: its multiple objectives are to provide a common theoretical approach on the topic of trafficking, providing practical guidance on the process of identifying victims, with reference to the indications provided by the National Anti-Trafficking Plan (preliminary and formal identification); offer a national overview on the functioning of the National Anti-Trafficking System and a territorial framework of the services present with reference to the competences of the FARI 2.0 Project; offer the possibility of an exchange/comparison between the various participants and with our reality of the anti-trafficking network also sharing specific cases used as examples during simulations (tutorial through the staging of individual interviews to analyze the most functional ways to put in act); provide a legislative and procedural overview on the system of Asylum Seekers, a topic of considerable formative interest, especially for the operators of the Cooperativa Proxima. • Front-office and drop-in branches: low-threshold information services, orientation and itinerant advice in Caritas presidium, CGIL offices and at the Multipurpose Center in Ragusa.
• Road unit: it will be realized with alternation in the territories of Ragusa, Siracusa, Caltanissetta and Agrigento, where sexual exploitation is found both at night and during the day. The goal is to reach the victims by providing information about the services of the territory, with regard to the protection of health, promoting responsible choices for the prevention of sexually transmitted diseases, contraception and pathways of escape from exploitation.

2ND PHASE FIRST ASSISTANCE ACTIONS

that focus on primary needs, security and socio-psychological support, allowing adequate time for reflection, in order to offer the psychological serenity necessary to undertake and continue the path:

• Housing reception in protected structures: for this purpose we have a protected house with a secret address for single women or with minors that can accommodate 10 people, a semi-autonomous house for women for second reception actions with a capacity of 8 people bed, a house for 4 men and a house in autonomy for families with a capacity of up to 4 people.
• Socio-health and psychological assistance: accompanying and support actions aimed at the psycho-physical wellbeing of the users.
• Legal assistance and various advice: legal protection and support for the handling of practices.
• Activities related to obtaining a residence permit pursuant to article 18 of legislative decree 286/98.
• Linguistic mediation: in order to break down linguistic and cultural barriers to promote integration.
• Literacy: group or individual lessons with the aim of promoting social linguistic integration.
• Cooking workshop: cooking classes to promote language learning, customs and habits for achieving autonomy and integration.
• Photographic and creative reuse workshop: photography is a universal language that transcends linguistic and cultural limits, functional as a tool for leaking from social isolation because it allows people to express themselves, creating relationships of trust and empathy. The creative reuse aims to give dignity and livability to the territory, with the involvement of children living in the countryside of Ragusa in an activity of creative reuse of recycled materials of which the territory is saturated, with the aim of creating parks games and suitable spaces, in fact absent.

3RD PHASE SECOND RECEPTION ACTIONS

aimed at empowerment, active inclusion, integration and work autonomy, benefiting from second reception facilities and the planned laboratory training activities:

• Housing reception in a semi-autonomous house for women, in a house for families and one in autonomy for men
• Health and psychological assistance
• Legal assistance and various advice
• Training activities, linguistic literacy, IT and professional training courses, ICT (Information and Communications Technology)
• Activities aimed at social-work inclusion: they represent a real viable alternative for many victims in conditions of strong vulnerability, improving and enhancing the specific skills often held by them. All the actions envisaged, below, are intended to stimulate the path of each beneficiary towards self-determination to be achieved also through forms of self-entrepreneurship supported by the project: among the participants in the workshop activities, those who demonstrate particular attitudes and skills will be encouraged self-entrepreneurship with an accompaniment to the business start-up.

TRAINING INTERNSHIPS: it is a tool designed to encourage the learning of specific professional skills in preparation for a job placement, a necessary condition for starting a path of exit from the project and starting up autonomy. This tool allows both the employer and the worker to evaluate the progress of the new working relationship at no cost to the employer, for a few months (two / three).

SYSTEM ACTIONS

STRATEGIC COORDINATION MEETING: for the launch of interconnection and coordination networks between institutions aimed at generalizing good practices carried out by anti-trafficking bodies in the various territorial areas of the Sicily Region.

EMPOWERMENT: Responsible marketing action of the products realized through the activities of the tailoring and the social garden that will involve socially responsible companies (GAS) and civil society.

HOUSING: it intends to create an optimal model aimed at housing autonomy and social integration through housing and co-housing actions, with a view to supporting the beneficiaries in the lease in the free market.

MADE IN ETHICAL ITALY: Promotion with the involvement of the National Anti-Trafficking Platform, new tools to enhance the ethical behavior of the company, social responsibility, respect for Equal Opportunities, establishing a database of virtuous companies on a regional/national basis, MadeInEthicalItaly , certified on the basis of certain criteria, easily consulted by consumers via a Web portal.
